Measure A Oversight Committee
Background
On March 8, 2011 Alameda voters approved Measure A with 68.01% voting yes. Read full press release. This new parcel tax generates approximately $12 million per year for seven years. It has replaced the former Measure A (passed in 2005) and Measure H (passed in 2008). To ensure public accountability and fiscal transparency, Measure A provides for an Oversight Committee to “review District compliance with the terms of this Measure. The size, structure and scope of duties of the Oversight Committee shall be set by the Board.”
Accordingly, in June 2011, the Board approved Board Policy 3221 (Parcel Tax Funds) stating that the Oversight Committee “shall be formed to annually review the District’s compliance with the terms of the Measure. Appointments to the Oversight Committee shall be made annually by the Superintendent of Schools and approved by the Board of Education at a regularly scheduled meeting on or before September 30 each school year. The Committee shall consist of eleven (11) members, all of whom must be residents of the City of Alameda. The Superintendent shall recommend a committee representing the diverse interests of parents/guardians, staff members, students, and community members from all attendance areas in the District.”
On September 27, 2011 the Board of Education approved the appointment of the 11-member Measure A Oversight Committee that will annually review the District’s compliance with the terms of Measure A for 2011-2012.
During the three weeks that applications to serve on the committee were accepted, 27 people applied for the Oversight Committee. The following well-qualified eleven (11) individuals, representing diverse interests from across Alameda, will serve on the Oversight Committee for a one year term for 2011-2012: Anne DeBardeleben, Craig Elliott, David Hart, Wendy Horikoshi, Barbara Kahn, Steve Mack, Lorrie Murray, Michael Robles-Wong, Dick Rudloff, Courtney Shepler and Seamus Wilmot. The Oversight Committee will meet several times over the course of the year to review AUSD’s compliance with the terms of Measure A and will issue an annual report each fall, beginning with the fall of 2012. All meetings of the Oversight Committee will be open to the public and will comply with open meeting laws (the Brown Act). Minutes, agendas and any other relevant communications and information will be posted here at least 72 hours prior to each meeting.
