Overview/Mission Statement

The Alameda Unified School District is committed to serving students and their families through a variety of State and Federal categorically-funded programs.  As a part of the Compliance, Curriculum, Categorical, and ELD Department under Director Robert Shemwell, the English Language Development and Title I support providers assist with AUSD’s English Language Development Program, the Community-Based English Tutoring (CBET) Program, and the Title I Program.  We also facilitate acquiring translations of documents into Traditional Chinese, which is read by Cantonese speakers, our largest non-English-speaking group of families, and with as many other translation and interpretation requests as possible.  Additionally, we implement the Community-Based English Tutoring (CBET) Program, which provides family literacy classes at seven locations for parents, guardians, and adult friends of English Learners who wish to improve their English and to learn how to help children with homework and to succeed in school.

Services We Provide

English Learner Services

AUSD assists students with languages other than English in their backgrounds to develop proficiency in speaking, understanding, reading, and writing English.  The English Language Development support team supports the sites’ English Language Development (ELD) programs, providing services to over 2,333 English Language Learners (ELLs).  We conduct the initial assessment of new students with a language other than English, place them in appropriate programs according to their levels of English language proficiency, and monitor their progress, including administering the annual assessment of listening, speaking, reading, and writing on the California English Language Development Test (CELDT) to all K-12 English Language Learners.  District ELD support staff assists sites in creating their English Learner Advisory Committees (ELL parent/guardian groups known as ELACs) and also conduct district-wide District English Learner Advisory Committee (DELAC) meetings on a regular basis.  

Economic Impact Aid (EIA), Title III, and English Language Acquisition Program (ELAP) grants provide funding to sites for K-5 ELD Resource Teacher and Bilingual Paraprofessional support to ELLs and 6-12 Site ELD Coordinator and Bilingual Paraprofessional support to ELLs.  The grants also provide ELL funding for supplemental educational materials, 6-12 intervention reading sections, math support, professional development for teachers and paras, and ongoing SIM coaching for teachers in grades six through twelve.

Title 1 Services

The Title 1 program assists families and students who are struggling academically in the district’s four elementary and two middle schools that have the largest numbers of economically disadvantaged students.  This program provides additional teachers, coaches, and paraprofessionals who coordinate intervention programs in reading/language arts and mathematics, materials for those programs, professional development for staff, and family involvement activities that encourage and help students achieve at increasingly higher academic levels.  Title I Program Improvement set-aside funds provide for additional services (School Choice, Supplemental Educational Services from private tutoring agencies, increased professional development, and more) for schools where specific subgroups have not shown the required levels of progress over time.
